Note from Vic – I love Picasa and believe that the limitations for it will be raised as soon as they can. The folks on the Picasa team are always doing something to improve it. There may be workarounds for downloading video(s) from Picasaweb now and I am sure that as soon as it can be done in a reliable way, Google will impliment it.

Picasa Web Albums does not accept Flash (.flv) or Real Media Video (.rm) files
Video Playback Quality Videos are converted into a flash format (.FLV) with Standard Quality (320 x 240 pixel) or High Quality (480×360 pixels) playback.
Uploading Size Limit From Picasa: 1 GB
From Mac Uploader: 100 MB
Resolution Recommended: 640 x 480
Bit Rate There’s no minimum value for Bit Rates since this depends on the codec, however video files above 260 Kbps work the best.
Frame Rate Recommended: 30 frames per second
Minimum requirement: 12 frames per second
Codec H.264, H.263, MPEG-1, MPEG-2, MPEG-4, Windows Media Video, and motion JPEG
Aspect Ratio Recommended: 4:3 frame
Try to mantain the aspect ratio of the original source file.
Your videos can take time to be converted in .FLV format upon upload. Don’t worry if you see a “Video is currently unavailable.” Try your upload again if it doesn’t work the first time.
It’s not possible to download videos from Picasa Web Albums at this time.
